The government issues a decree on rice export and import business.

The government issued Decree 365/2026 stipulating the conditions for rice export business, in which traders must be issued a Certificate and have at least one dedicated warehouse along with a milling facility that meets the regulations.

The government has just issued Decree No. 365/2026 of the Government on rice export and import business. According to regulations, Vietnamese traders of all economic sectors, if they meet the stipulated conditions and are granted a Certificate of Eligibility for rice export business (Certificate), have the right to engage in rice export business in accordance with this decree and other relevant legal provisions. Traders are enterprises with foreign direct investment that are granted a Certificate and carry out rice export business activities in accordance with the provisions of this decree; in accordance with other relevant regulations of Vietnamese law and the commitments of the Socialist Republic of Vietnam in international treaties of which Vietnam is a member.
