Prime Minister Pham Minh Chinh addressed the National Conference reviewing the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction. He commended the thorough preparation and discussions, emphasizing the importance of this assessment ahead of Vietnam's transition to a two-tier local government model. The PM highlighted the success of Resolution No. 26-NQ/TW on agriculture, farmers, and rural areas, noting Vietnam's global model status in poverty alleviation and rural development. He stressed the importance of consistent Party leadership, national unity, and international partnerships. Four key priorities were outlined: institutional development, strategic infrastructure, human development, and agricultural diversification. The PM urged farmers to be pioneers in escaping poverty, fostering a modern farmer identity, and leading green, sustainable production. He emphasized the need for a rigorous, integrated approach to national target programs for 2026-2035, mobilizing the entire political system with "six clears": clear roles, tasks, timelines, responsibilities, deliverables, and authority. Public resources were highlighted as a "priming fund" to stimulate broader societal investment. The PM concluded by stressing the need for genuine and effective implementation, measurable results, and rigorous supervision to prevent corruption and waste.
