On July 24, 2025, leading agricultural associations in Ukraine appealed to President Volodymyr Zelenskyy urging him not to sign Law No. 13157 of Ukraine, adopted by the Verkhovna Rada on July 16, 2025, which provides for the introduction of an export duty on soybean and rapeseed seeds. Representatives of the industry ask to apply the veto right and return the law for reconsideration by the parliament. This is reported by VAR. "On behalf of the members of our associations, we express a categorical protest against the adoption of the mentioned changes regarding the introduction of an export duty on soybean and rapeseed seeds," the appeal reads. Farmers recalled that Ukraine already had a similar experience in 2017–2020, when the cancellation of VAT on the export of these crops led to a sharp reduction in the areas of their cultivation.
